CM addresses NABARD Bank Linkage Program on Silver Jubilee of Women Self help Groups

Ranchi, Aug. 4: Praising the woman power of Jharkhand, Chief Minister Raghubar Das today said the women of the state have set a precedent for the women of other states. Whether it be agriculture, cottage industry or animal husbandry, women sakhi mandals have proved their worth everywhere. We are proud of them. In the next two and half years, the state will be the most developed state of the nation, said the CM said while addressing NABARD Bank Linkage Program on Silver Jubilee of Women Self help Groups.

Das said the self help groups have given a new identity to rural economy. He appealed to all banks including NABARD to play their roles in the development of the state. Poverty from the state will be eradicated in the next four years and all people will be brought above poverty line. Womens participation in dairy farm, fisheries and animal husbandry will be ensured. The village coordinators will make group of 15 women each in 32,000 villages. These women will be trained and connected with employment strengthening 4,80,000 skilled women working professionally, he said.The CM said that there will be wide range of produce at village level and these products will be sold in domestic as well as international markets.

Jharkhand will prove to be a leader in the Make in India campaign. Apart from blankets, towels and bed sheets, we should prepare enough khowa in Shravani Mela season so that we should not import from outside. 1 lakh self help groups will be digitalized. New technique can speed up the process of production and we will not fall behind in using them. The government will conduct a meeting of bankers with sakhi mandals after every six months, he said.

The CM said that Swami Vivekananda believed that the countrys development was possible through the uplift of the poor, exploited and marginalized people of the nation. Prime Minister Narendra Modi has also prioritized poors uplift as his prime agenda. Our govt. planned the outline of development from the villages. The common budget was made for common people. 364 buses will be run by SC, ST women strengthening rural transportation. He said that broking must be eradicated for development, he said.

Addressing the program Development Commissioner-cum-Additional CS Amit Khare said the sakhi mandals need to be linked with credit and marketing. They play an important role in developing the society economically and socially.

State level SHGs, branch managers and dist mangers were felicitated and given appreciation letter during the programme.

CGM NABARD S. Mandal, Reserve Bank Regional Director P. Barla, SLBC GM Prasad Joshi and Swami Bhavesanand from Divyayan along with a number of SHGs were present on this occasion.

War in Nigeria: Self-Help Vigilante Groups Are Reshaping Security Against Boko Haram – Newsweek

Boko Haram militants have killed more than 20,000 people and displaced more than 2 million others in northeast Nigeria since 2009.

At the height of its activities, between 2009 and 2015, the insurgents attacked a range of targets, leaving death and destruction in their wake. The targetsincluded churches, mosques, schools, universities, markets, police stations and even military installations. The insurgentsbombed locations, attacked with guns, raped women, killed children, took hostages and occupied territories.

The militants left government and its security forcespowerlessand people in the region helpless. No place was safe.

Under siege, communities in the northeast were faced with three options:They could flee, join the insurgentsor risk being killed. Many took the first option and fled to safer destinations. Those who stayed were compelled to either join Boko Haram or risk being slaughtered.

But a fourth option emerged: self-defense. People began to organize into emergency community vanguards to defend themselves. Community vigilante movements were born in several communities across the region.

One of the first, the Civilian Joint Task Force,was formed in early 2013 in Adamawa State in northeast Nigeria. It is comprised of community vigilante formations, including neighborhood guards and hunters guilds. The task force carries out community policing through reconnaissance.

The members watch over the community and accost any strange or suspicious people who enter. They operate in cells and carry a combination of traditional and modern weapons. They mount roadblocks, conduct area patrols, and install guards at entry points and borderlines of their communities.

Generally, the involvement of vigilantes in counterinsurgency operations in Nigeria has been a subject of contentious debate. Its apparent that they have contributed to improving security for some communities. But there are also concerns that in the long run they could pose a threat, given their heavy-handed approach. Examples include extrajudicial killings, violation of human rights, extortion and criminal impunity.

The vigilante groups are based on three models. The first is communal neighborhood guards, the second the village hunters guild, and the third is the government-recognized Civilian Joint Task Force. Communal neighborhood guards are village-based vigilante outfits dedicated to community defense. The hunters guild is the vanguard of traditional hunters and warriors that intervenes to reinforce the operation.

Since their emergence, vigilantes have contributed a great deal in the fight against the Boko Haram insurgency. They have reinforced and complemented the efforts of Nigerias Armed Forces, particularly in the areas of grassroots reconnaissance and intelligence.

Their cooperation and partnership with the military contributed to the finding of the first abducted Chibok girl to escape from the militants in May 2016.

Despite their laudable achievements, there are legitimate concerns about the activities of vigilante groups, including fearthat their unguarded deployment could be counterproductive in the long run.

While they may be important in the short term in disrupting Boko Haram activities and serving as local partners in a successful counterterrorism strategy, arming militias is not a long-term policy. This is particularly true if unintended consequences are to be avoided.

Already there have been allegations of forced recruiting, child- and woman-soldiering and extrajudicial killings of suspected insurgents. There is also the concern that the vigilantes could degenerate and proliferate into mercenary militias.

But thats not all. Vigilante activities often give rise to reprisal attacks on communities by the insurgents. The loose organizational and leadership structure of vigilante groups makes them susceptible to infiltration and internal sabotage.

The government and military have acknowledged the apparent successes of volunteer vigilantes in the fight against Boko Haram. But critics contend that vigilantes operate illegallyand argue that giving them a front-line role in counterinsurgency operations implies that the state is abdicating its primary responsibility of ensuring sustainable national security.

Despite those misgivings, the justification for the vigilante approach to counterinsurgency cannotbe disputed. Vigilante groups are uniquely poised to contribute to local security for a number of reasons, includingthe fact that they are formed in response to specific issues and conditions. They are staffed by local volunteers who have knowledge of the area and the trust of the local community.

So what should be done?

If vigilantes are going to continue in counterinsurgency operations in a way thats fruitful and sustainable, they must operate within the law and the established rules of engagement. Their activities must be properly regulated and coordinated through legal and institutional procedures to prevent impunity and other excesses.

The government can institute policy and institutional mechanisms that absorbthe groups into community policing systems orexisting paramilitary structures, or that institutionalize them into a national reserve force dedicated to emergency mobilization.

Such measures would optimize the gains made and help manage abuses inherent in vigilante operations.

(Reuters Health) - - People should opt for face-to-face cognitive behavioral therapy if they're looking for the fastest way to address their binge eating disorder, suggests a new study from Germany.

Researchers found that while an internet-based self-help program did help people binge eat less often, face-to-face therapy led to a larger and faster reduction in binge eating episodes.

"Although there is evidence that structured self-help treatments based on cognitive-behavioral therapy may be effective for patients, it was unclear how the effects of an Internet-based application are in comparison with cognitive-behavioral therapy," said senior author Anja Hilbert, of the University of Leipzig Medical Center.

People with binge eating disorder repeatedly eat very large quantities of food in a short period of time, Hilbert and colleagues write in JAMA Psychiatry.

About 1.9 percent of people around the world will have binge eating disorder during their lives, they add.

"Cognitive-behavioral therapy is the most well-established treatment for adultswith binge-eating disorder," Hilbert told Reuters Health in an email.

Self-help programs also showed promise in some research, however.

For the new study, the researchers randomly assigned 178 overweight or obese patients with binge eating disorder to participate in 20 50-minute face-to-face cognitive behavioral therapy sessions or 11 internet-based self-help sessions. The treatments took four months.

Hilbert said the face-to-face therapy was delivered during individual sessions and focused on nutrition, body image and stress. The self-help program on the internet covered similar topics and patients could move through the program at their own pace. Those in the self-help group met with a specialist before starting the program and also received weekly emails.

At the start of the study, the participants reported an average of 14 days with binge eating episodes during the past 28 days. By the end of treatment, that fell to about 4 days among those in the self-help group and about 2 days among the cognitive-behavioral therapy group.

After six months, those in the self-help group reported an average of about 5 binge eating days during the past 28 days, compared to about 3 among the cognitive-behavioral therapy group.

The proportion of patients who were no longer binge eating was also higher among those in the cognitive-behavioral therapy group than among those in the self-help group at both points.

In an analysis of 116 of the patients followed for a year and a half, there was no difference between the two groups.

Hilbert said the better results among the cognitive-behavioral therapy group are likely due to it being more intense than self-help and being paired with therapist support.

She said the results showing cognitive-behavioral therapy worked faster than self-help should be considered during treatment decisions since patients usually need their problems resolved as early as possible.

"However, (self-help) was confirmed as a viable alternativeto (cognitive-behavioral therapy), and may be offered to patients with reduced access to (cognitive-behavioral therapy) or who do not wish to participate in an individual psychotherapy," she said.

Dr. Evelyn Attia, professor of psychiatry at Columbia University Medical Center in New York, said it's important to explore other treatments for binge eating disorder since cognitive-behavioral therapy may not always be available.

"If somebody with binge eating disorder walked into a doctor's office, there are a range of treatments that are shown to be helpful," said Attia, who was not involved with the new study.

For example, she said, some people may be prescribed medications found to help people with binge eating disorder, including antidepressants and the stimulant marketed by Shire as Vyvanse, which was approved in 2015 for use in people with moderate to severe binge eating disorder.

Attia also echoed the author's statement that self-help programs should not be discounted. This study also showed a significant reduction in the self-help group - and electronic programs have improved since this study was conducted, she said.

I love to read self-help magazines, blogs, and columns. I am always looking for a way to better myself, be more organized or efficient. I was reading how to make mornings flow more smoothly, and I found that out of the seven suggestions, I do five things wrong every morning. See how you score!

Stop Hitting Snooze This is like the best invention that anyone has created. I love my 10 or 20 minutes extra that I get to ease into waking up because of this miraculous button. My only problem is that I set the alarm for 10-20 minutes before I need to get up.

Stop Taking Long, Hot Showers Cant do it. I believe that a long, luxurious shower in the morning is the perfect way to start the day. I get enough shock value as my day progresses. A hot shower allows me to think about the day ahead, make my mental to-do list, and since I am the last one to get ready in the morning, why not?

Stop Drinking Coffee I am not a coffee drinker, but I grew up in the Pepsi generation, and to this day I have a caffeinated soda for breakfast. I have tried to behave and go for a normal breakfast beverage, but have never beaten the headache that comes from not having my caffeine.

Stop Making Breakfast This is one that I can live with thanks to protein drinks and the revolutionary invention of a meal in a bar. Just grab and go!

Stop Checking Emails I dont know why this cant wait, but it cant. I must check my emails first thing in the morning. I cannot live without knowing what I missed during the six hours that I have been asleep.

Stop Checking Social Media Just like my emails, I must see what exciting event I missed and wish all the beautiful people having a birthday a wonderful day. Basically, I am nosy and addicted. It is nothing that I havent admitted before.

Stop Stressing Over Your Outfit In my younger days, I would plan every outfit down to the jewelry the night before. Fast forward a few decades and I have figured out what works for me and I stick to it. It is such a relief to be comfortable with my style.

The way I look at it, if I make it to where I need to be when I need to be there, Im good.

Thumb Area Narcotics Anonymous meets Mondays from 7 to 8:15 p.m. at the Caseville United Methodist Church. For inquiries call 800-230-4085.

Suicide support

A support group for those affected by suicide will be provided from 6 to 7:30 p.m. on the first Tuesday of every month at the Huron County Senior Center at 150 Nugent Road in Bad Axe. Women's

support group

Huron County SafePlace will be offering free support groups to women on the fourth Tuesday of each month from 6:30 to 8 p.m. Transportation via Thumb Area Transit and child care for these support groups will be available by calling SafePlace. These meetings take place in Bad Axe, please call for additional information or to make your reservations 989-269-5300.

For information on meetings of the Woman's Christian Temperance (self-control) Union, call Marie at 989-975-2465. It is a support group for people with addictions.

Cancer support

As an affiliate of the American Cancer Society, "I Can Cope" meets the first Tuesday of each month at 6 p.m. in the Wilson Education Center at Scheurer Hospital. The group focuses on education, camaraderie and compassion. For more information, call 989-453-5222.

Caregiver Support

Harbor Beach Community Hospital and Human Development Commission caregiver and support group meets from 9 to 11 a.m. the third Tuesday of every month. Susan Arthur, LLBSW from Human Development Commission is the facilitator. This is held at the Administration Building Conference Center at the Harbor Beach Community Hospital at 147 South First Street in Harbor Beach. Caregiver Connection provides support for those caring for loved ones. Meetings are the second Thursday of each month from 12 to 1:30 p.m. at Wilson Education Room at Scheurer Hospital. Lunch provided.

For years, a little red Radio Flyer wagon and a flat-bed cart were used to transfer donations from vehicles into the Self-Help Closet & Pantry at Wolf and Algonquin roads in Des Plaines. But on Saturday, July 15, before the pantry opened and donors and clients pulled into the parking lot, a pantry volunteer realized both items were missing.

Something old and rusted may not have a valued price tag, but both carts were extremely helpful and appreciated.
