Ron Watson was elected NALC director of retired members on Oct. 7, 2015, following a Dept. of Laborsupervised election conducted by mail. He has served as director since his appointment in 2013 to fill a vacancy. Full bio

NALCs Retirement Department serves the members, active and retired, with advice and assistance regarding pre-retirement and post-retirement issues. These issues primarily involve the Office of Personnel Management (OPM) and its administration of the Civil Service Retirement System (CSRS) and the Federal Employees Retirement System (FERS). But the issues also at times intersect with other agencies and programs, including the Thrift Savings Plan (TSP), Medicare, Social Security, Federal Employees Group Life Insurance (FEGLI) and Federal Employees Health Benefits (FEHB).

2017 retired member COLA projection: 0.5%

Based on the July 17 release of the June 2016 Consumer Price Index (CPI), the accumulation toward the 2017 cost-of-living adjustment (COLA) for Civil Service Retirement System (CSRS) and Federal Employees Retirement System (FERS) was 0.5 percent.

The USPS HR Shared Service Center (HRSSC) can be reached by current employees who are planning or applying for retirement by calling 877-477-3273, option 5.

The Office of Personnel Management (OPM) acts as the personnel office for retired letter carriers, and is the agency responsible for administering retirement, health and life insurance benefits. Before you call or write to OPM, be sure to have your Civil Service Annuity (CSA) number ready. OPM can be reached by retirees who have a CSA number by calling 888-767-6738 or 724-794-2005, 7:40 a.m.-5 p.m. Monday through Friday (Eastern time), or 202-606-0500 in the Washington, DC, area. Mail your written inquiries to Office of Personnel Management, Retirement Operations Center, Boyers, PA 16017 (unless OPM has specified a different address for a specific action such as health benefits open season).

TIM DUNCAN ANNOUNCES RETIREMENT | San Antonio Spurs

SAN ANTONIO (July 11, 2016) San Antonio Spurs forward Tim Duncan today announced that he will retire after 19 seasons with the organization. Since drafting Duncan, the Spurs won five championships and posted a 1,072-438 regular season record, giving the team a .710 winning percentage, which is the best 19-year stretch in NBA history and was the best in all of the NBA, NFL, NHL and MLB over the last 19 years.

Originally selected by the Spurs as the first overall pick in the 1997 NBA Draft, Duncan helped San Antonio reach the playoffs in each of his 19 seasons and became the only player in league history to start and win a title in three different decades. The Silver and Black won at least 50 games the last 17 seasons, the longest streak in league history, and posted at least a .600 winning percentage in each of Duncans 19 seasons, an all-time record for most consecutive seasons with a .600 win percentage in the four major U.S. sports.

The 40-year-old Duncan comes off of a season in which he led the NBA in Defensive RPM (5.41) and became just the third player in league history to reach 1,000 career wins, as well as the only player to reach 1,000 wins with one team. He helped the Spurs to a franchise-best 67-15 record and also became one of two players in NBA history to record at least 26,000 points, 15,000 rebounds and 3,000 blocks in his career (Kareem Abdul-Jabbar).

Duncan totaled 15 All-NBA Team selections (tied for most all-time) and 15 NBA All-Defensive Team honors (most all-time), garnering both honors in the same season 15 times, the most in league history. The 1998 Rookie of the Year was named NBA MVP twice (2002, 2003) and NBA Finals MVP three times (1999, 2003 and 2005).

In his NBA career, the 15-time All-Star appeared in a total of 1,392 games and averaged 19.0 points, 10.8 rebounds, 3.0 assists and 2.17 blocks in 34.0 minutes. He shot .506 (10,285-20,334) from the floor and .696 (5,896-8,468) from the free throw line.

The Wake Forest graduate is the Spurs all-time NBA leader in total points (26,496), rebounds (15,091), blocked shots (3,020), minutes (47,368) and games played (1,392), as well as third in assists (4,225). In NBA history, Duncan is fifth all-time in double-doubles (841) and blocks, sixth in rebounding and 14th in scoring.

As the only player in NBA history to play over 9,000 career minutes in the playoffs, Duncan ranks first all-time in postseason double-doubles (164) and blocks (568), third in rebounds (2,859) and sixth in points (5,172). For his career, Duncan appeared in 251 postseason contests (second all-time) and averaged 20.6 points, 11.4 rebounds and 3.0 assists in 37.3 minutes while shooting .501 (1,975-3,939) from the field.

Along with teammates Tony Parker and Manu Ginobili, Duncan is part of the NBA record for most wins by a trio in both the regular season (575) and postseason (126). Duncan and Gregg Popovich have the most wins by a player-coach duo in NBA history (1,001) and the Spurs forward finishes his career in San Antonio as one of just three players in NBA history, along with John Stockton and Kobe Bryant, to spend 19 seasons with one franchise.

FERS Information

Congress created the Federal Employees Retirement System (FERS) in 1986, and it became effective on January 1, 1987. Since that time, new Federal civilian employees who have retirement coverage are covered by FERS.

FERS is a retirement plan that provides benefits from three different sources: a Basic Benefit Plan, Social Securityand the Thrift Savings Plan (TSP). Two of the three parts of FERS (Social Security and the TSP) can go with you to your next job if you leave the Federal Government before retirement. The Basic Benefit and Social Security parts of FERS require you to pay your share each pay period. Your agency withholds the cost of the Basic Benefit and Social Security from your pay as payroll deductions. Your agency pays its part too. Then, after you retire, you receive annuity payments each month for the rest of your life.

The TSP part of FERS is an account that your agency automatically sets up for you. Each pay period your agency deposits into your account amount equal to 1% of the basic pay you earn for the pay period. You can also make your own contributions to your TSP account and your agency will also make a matching contribution. These contributions are tax-deferred. The Thrift Savings Plan is administered by the Federal Retirement Thrift Investment Board.

Faculty and staff who have been rehired after retiring from The Ohio State University are eligible for the following programs.

Faculty (75% FTE or greater) As a faculty returning retiree, you are automatically enrolled in STRS and pay into the STRS Money Purchase Plan (Link). You may also have access to the ARP if you were never previously offered enrollment in the ARP prior to your retirement. If you were in the ARP and were rehired less than 365 days from retirement, you will automatically be re-enrolled in the ARP. Returning retirees also have access to supplemental retirement plans.

Faculty (less than 75% FTE) As a faculty returning retiree, you are automatically enrolled in STRS and pay into the STRS Money Purchase Plan. Returning retirees also have access to supplemental retirement plans.

Staff (75% FTE or greater) As a staff returning retiree, you are automatically enrolled in OPERS. You may also have access to the ARP if you were never offered enrollment in the ARP prior to your retirement. Returning retirees also have access to supplemental retirement plans.

Staff (less than 75% FTE) As a staff returning retiree, you are automatically enrolled in OPERS and pay into the OPERS Money Purchase Plan(Link). Returning retirees also have access to supplemental retirement plans.

Many South Carolina visitors return, some to experience the states beautiful beaches, vibrant waterways and verdant mountains for a second or third time and others to put down permanent roots.

Regardless of whether they stay for a day, a week or a lifetime, few are disappointed by what they find in a state known for its beautiful places, smiling faces and historical significance.

While South Carolinians have taken great pains to preserve the relics of their past, they also have taken great pride in looking to the future. Not far from Charleston, where the first shots of the Civil War were fired, the Boeing Corp. is getting ready to fire up an assembly line for its 787 Dreamliner jet, a $750-million facility in nearby North Charleston.

Boeing is not the only large corporation that has established a home in the Palmetto State. In the foothills of the Appalachian Mountains, BMW is in Spartanburg and Michelin is in Greenville, and an array of other thriving companies have decided that South Carolina is the place to be.

In between the mountains and the Atlantic Ocean, in the center of South Carolina, Columbia, the state capital, offers a revitalized downtown and its own brand of Southern hospitality.

But South Carolina has much more to offer to refugees from the overcrowded metropolitan areas of the North and Northeast than the cities that straddle Interstate 26. Along the coast, theres the sun and sand of Hilton Head Island, historic Georgetown, booming Mount Pleasant and Myrtle Beach, the entertainment capital of the Carolina coast.

Moving inland, those who prefer the serenity of small-town living have a seemingly endless menu of choices, from Summerville to Walterboro to Orangeburg.

And for those who appreciate distinct seasons, the small towns that surround Spartanburg and Greenville in the Upstate beckon, among them Anderson, Easley, Lyman and Gaffney.

Everywhere you look in South Carolina, you will find unbeatable weather, magnificent scenery and friendly people.
