Posted: March 22, 2012 at 3:11 am

CHESTERTON A group cardio training session with celebrity trainer Brett Hoebel had about three dozen members and visitors pumped up at the Fransciscan Omni Health and Fitness Center Sunday afternoon. The facility hosted Hoebel at its annual Spring Open House.

Hoebel, who was featured in Season 11 on the popular television series, The Biggest Loser, led an intense one-hour session highlighting his high-energy style. The diverse class included personal trainers from Omnis staff as well as adults of all ages and fitness levels.

It was just one of the many activities included for the Catch the Spirit event at both the Chesterton and Schereville locations. Other celebrities attending included contestants from the The Biggest Loser season 12 and Marci Crozier, a local resident who appeared on Season 11.

A newly-decorated lounge in the womens locker room was unveiled at the open house and displays advertised the services offered in the facility. Raffles for free memberships and other prizes, tours of both locations and new fitness classes also helped draw a crowd.

Retirement commissioner seeks budget increase

Posted: at 3:11 am

TOM PULLAR-STRECKER

Retirement Commissioner Diana Crossan has labelled her $5.8 million budget "pathetic", telling MPs the commission needed three times as much money.

Crossan later upped that to "20 times", while acknowledging that was probably how many people felt about budgeting for retirement.

She is not alone in pleading poverty.

Chief ombudsman Beverley Wakem said last month that the Office of the Ombudsmen was in crisis and appealed for an extra $1m to be added to its $8.6m budget.

Privacy Commissioner Marie Shroff last month told Justice Minister Judith Collins that its $3.4m budget had not increased since 2006 and rapid growth in ICT and online activity was "placing pressure on its regulatory, policy and communications capabilities".

Appearing in front of a select committee yesterday, Crossan said that if the Commission for Financial Literacy and Retirement Income had more money, the first place she would put it would be in schools.

"The Australians announced last year that $10m would go into teaching financial education in schools over the next three years. We get nothing in particular for this."

The Bankers Association and the Young Enterprise Trust had helped develop teaching resources and the commission had partnered with banks to provide education to schoolchildren, but Crossan said she believed financial literacy would best be taught by "ordinary classroom teachers".

ASB Bank's retail general manager, Ian Park, said it had helped 175,000 schoolchildren learn basic money management skills since it launched its free "GetWise" programme two years ago and last year doubled the number of "classroom facilitators" to six.

Ipswich athlete Larissa Chambers displays the silver medal she won at the Australian Youth Championships despite tearing a hamstring.

TWO tenacious medal successes, 11 personal bests and a standout season performance confirmed Ipswich and District Athletic Club competitors are among Australia's leading achievers.

A club record 14 athletes impressed at the Australian Youth Championships in Sydney last weekend.

"I'm really stoked," club president and respected coach Vic Pascoe said.

"It's good to see such young talent coming through. It's excellent."

Larissa Chambers and Madeline Mcguire led the way, winning a silver and bronze medal respectively.

Chambers finished second in the under-18 200m in 24.80s after a personal best 24.68s dash in her heat.

However, Chambers injured herself in the run and missed her main under-18 100m event.

"Her hamstring actually went 80 metres from the start and she actually slowed down," Pascoe said.

"When she went past me with 50m to go she was running fifth and got back up to run second.

Job scheme success despite ethnic clashes

Posted: at 3:10 am

Shillong, March 20: The East Garo Hills district has provided 100 days of employment to all households registered in trouble-torn Samanda community and rural development block in East Garo Hills, according to the annual report of Mahatma Gandhi National Rural Employment Guarantee Scheme for 2010-11.

The report tabled in the House today said 2010-11 has seen considerable improvement in the implementation of MGNREGS, especially in West Garo Hills, East Garo Hills, West Khasi Hills and Ri Bhoi districts. These districts have achieved more than 95 per cent of their labour budget, the report said.

According to the report, special recognition can be accorded to the administration of East Garo Hills district, which has provided 100 days of employment to all households registered in Samanda block.

"This is in spite of the fact that the district witnessed unprecedented ethnic clashes among the residents of Assam and Meghalaya, which has affected the implementation of government programmes for months together," the report said. There were frequent reports of scams related to the implementation of the project this year and last year in Khasi Hills. However, the report said the state had provided an average of 57.73 person days to as many as 3,46,129 households which had demanded works during 2010-11 year, which is higher than the national average of 42.04 person days per household.

The MGNREGS aims to provide unskilled wage employment to registered beneficiaries but in the process, it also creates sustainable assets that would provide livelihood, enhance road connectivity, conserve water and environment and improve irrigation facilities to the rural people, it said. "The year 2010-11 was a promising one in furthering the mission of making the MGNREG Act a success," it added.

The report also pointed out that in terms of expenditure, 2010-11 has shown an expenditure of Rs 319.85 crore which is an increase of 74 per cent over 2009-10. "The total funds sanctioned during 2010-11 is Rs 332.93 crore against Rs 228.79 crore received during the previous year. The total fund utilisation was recorded at 96.1 per cent. The report also said the state government had emphasised better management techniques, which can accord better achievements in the implementation of the scheme.

A memorandum of understanding was signed by the state government with the State Bank of India on November 15, 2010 to provide business correspondence facility to MGNREGA wage earners.

"This is done to ensure better cash disbursal system, which had raised a lot of allegations of corrupt practices," the report said.

According to the banking correspondence model, the state government will directly deposit the wages of workers into their personal accounts.

In the rural areas where there are branches of the banks, the workers can directly approach the branches to avail of the wages. In far-flung villages where there are no branches of the banks, the business correspondents who work as agents of the banks will assist the workers to ensure that they get wages on time. It also said the government has also initiated steps to create a society at the state level, which will manage the State Employment Guarantee Fund, a corpus dedicated as a resource pool, which can be utilised during fund shortage in the districts.
