Keystone denial offers Canada an opportunity
Dear Editor:
The many articles about President Joe Bidens cancellation of the Keystone XL pipeline have run the gamut from hand wringing to anger that the president would do such a thing to its most important trading partner. Virtually none, except for Adam Radwanski (Globe and Mail, 2019), have mentioned the opportunities for Canada in this decision.
The opportunity for Canada and the provinces to get the finger out and begin to treat the climate crisis as a real crisis. The opportunity to make serious investments in renewable energy as Canada emerges from the pandemic, many of which could be made in concert with the oil and gas industry if Canada develops its large geothermal energy potential.
The opportunity to stop wasting billions of taxpayers dollars propping up an industry that must die. The opportunity to become a climate leader in reality instead of stumbling along far behind most industrialized countries with the second or third worst record of greenhouse gas emissions per capita.
The timing could not be better. Canada finally has a decent climate plan and, when passed, Bill C-12 will require the federal government to set and meet five-year GHG reduction targets. Alberta and Saskatchewan have very high potential for wind, solar, and geothermal energy production. The only thing standing in the way is government recalcitrance bolstered by oil industry lobbying.

Standardized tests are not useful at all

Re: Standardized testing provides useful information, Jan. 14
Richard Knight concludes his Jan. 14 letter: I believe that we should continue to give the (FSA) tests and receive the useful information they provide, and simply ignore the Fraser Institute.
What useful information?
The B.C. government has mandated the Foundation Skills Assessment tests to students in Grades 4 and 7 since 2000, which supposedly assess reading comprehension, writing, and numeracy.
In reality, these tests have flawed methodology. FSAs are not accurate indicators of individual progress, since no single measure of assessment provides reliable data by itself. FSAs do not take into account a students learning style, nor do they help students learn or teachers teach.
A question for the Minister of Education, school board members and school principals: If these tests are so important and contain useful information, havethe test results everresulted in additional funding or support for certain schools and students?
Then you have the Fraser Institute misusing the FSA data to create unscientific school rankings.For those unaware, this is the same right-wing think tank that in 1999, wrote letters to British American Tobacco begging for more funding, highlighting reports they had done to discredit science around the harms of second-hand smoke. This is the sameright-wing think tank thatsupports huge tax cuts for the 1% and corporations, but opposes a higher minimum wage for workers.
Patti Bacchus was chair of the Vancouver School Board from 2008 to 2014. Google her Jan. 2 article, FSA tests misused, should be scrapped.
Bacchus concludes: FSAs may have been well intended when they were brought in, but when the professionals we trust to teach our kids are telling us theyre a harmful waste of time, we should listen. I support B.C.s teachers in calling on government to scrap the discredited and misused tests.
I recall American author and lecturer Alfie Kohn was the keynote speaker at our teachers convention several years ago. Kohns talk is still very fresh in my mind. He works in the areas of education, parenting and human behaviour, andwas described in Time magazine as perhaps the countrys most outspoken critic of educations fixation on grades (and) test scores.
In 2004, Kohn was interviewed for an article inHope Magazine (Test Ban Entreaty, Jan-Feb. 2004). He remarked:The farther you get from real kids, the more likely you are to think that standardized testing is a fine idea.

KSS football program a huge success

Re: Level up: Owls on the rise, page B1, Jan. 28.
Hats off to Head Coach Chris Cartwright and all the Kelowna Secondary School football coaches, who support, and taught these young players and those like them, who have developed the skills, talent and tenacity to succeed, both on the field and in the classroom.
High school is a big step up from Kelowna Minor Football and the leadership and program Cart-wright developed and expanded with all the coaches, is making a huge change in experience and of opportunity for these players, and those who will hopefully continue at KSS, until they graduate.
Nothing ever just happens; it takes a lot of effort, to set up, believe and follow through a tough program, when there are so many easier options to follow, if you dont have the right leadership.
Having this many players, from a single school, graduate, and take the next big step in their development is no accident; it is a net result, of respect, hard work, sweat, and a positive mental attitude..

Travel rules meant to be a distraction?
Dear Editor:
Prime Minister Justin Trudeau announced new international travel restrictions that are supposed to stop new COVID-19 strains getting into the country.
On paper, it looks very persuasive: every traveller will have to take a test on the arrival and wait for three days in specially designated hotels the result of the test and then (if all is OK) will be released to continue a quarantine at home. This welcome home package is supposed to cost $ 2,000 per traveller (much more than an air ticket itself).
It seems that by making the restrictions unreasonably tough, the government tries to actually ban an international travel.
Health Canada says that international travel accounts for only 2% of all COVID cases; will it really help fighting coronavirus?
Some examples of such disproportionate measures. Many countries already require an anti-COVID test before you get on board of an aircraft. So you are certified of not being ill, but you are still required to pass another test on arrival; so the danger of getting infected is during the flight.
Another issue: 14 days mandatory quarantine in Canada and a 10-day quarantine in U.S.. Does it mean that COVID lasts longer in Canada?
What are rules without exceptions? No fun for bureaucrats!
The latest clarification from the government says that foreign temporary workers will be allowed to take their quarantine not in the hotel, but at their working place.
So the government knows that foreign workers provide less danger from the point of new COVID strains than its own citizens.
Then why make this fuss with travel?
Maybe the answer is simple: to blame travellers and to distract attention from local news (insufficient number of vaccine doses; alleged future supply shortages; we still do not know when mass vaccination will start and will end, etc.).
For example, we are told about recent recommendation of doctors to delay the required second dose of vaccination to 42 days instead of 21 day as prescribed by Pfizer (because there is not enough vaccines).
Have you ever heard about doctor who prescribes you to take a pill every morning or (at your choice) every third day if you lack a medication?
Is it serious? Will Pfizer extend its guarantee of such extended vaccination?
The government seems to jump on any measure to show us that it is fighting with COVID irrespective of whether these steps will work or not (show me any analysis or reflections on the efficiency of previous lockdowns). To be fair, it shall be noted that governments in other countries are also totally lost and play stop-go/open-close policies, thus losing trust of its citizens.

Make life better for people with dementia

At the end of Alzheimers Awareness Month 2021, the Alzheimer Society of B.C. thanks the people of Kelowna for the role they play in helping to change the future for people living with dementia and their families across B.C.
While the Alzheimer Society of B.C.s vision is for a province where families on the dementia journey are welcomed, acknowledged and included a truly dementia-friendly B.C. the COVID-19 pandemic has shone a light on some of the issues facing families on the dementia journey, including social implications and the many challenges being experienced in long-term care.
Never has it been more important to not simply raise awareness of the disease, but to talk about what we want the future to look like people living with the disease and how were going to get there.
Even under normal circumstances, the dementia journey can be incredibly isolating. This remains a difficult time for caregivers of people living with dementia, including many who are supporting people living in long-term care and are unable to stay connected as they have in the past.
Making a commitment to finding ways to engaging with the people in your life who are living with the disease is an important part of a dementia-friendly future but so is raising your voice and becoming an advocate for policies that reflect their needs.
Though Alzheimers Awareness Month ends with January, the work isnt finished. We hope Kelowna residents will remain committed to changing the future. One way we invite you to do this is by registering and fundraising for the IG Wealth Management Walk for Alzheimers.
Participants can raise funds to support Alzheimer Society of B.C. programs and service and walk their own way all throughout May to honour people in their lives who have been affected by dementia. Leave nostalgia to the future generations
Dear Editor:
When nostalgia poisons the soul,(guest column, Jan. 28).
Neil Godbouts column was interesting and informative. However, I wondered why the Canadian references to restorative nostalgia were always negative and apparently only applied to European settlers.
Would it not be fair to presume that all races and cultures through the ages share equally their acceptance of restorative nostalgia?
Is the implication that before settler Canada was perfection restorative nostalgia for some, and reflective nostalgia for others? Does it depend on whose agenda is paramount at any given time?
The final paragraph provides a clear path: make positive choices to deal with the problems at hand.
But who will make the decisions for which problems who will judge?
Throughout history, the effects of well-meaning and ill-conceived choices abound.
Future generations will decide which nostalgia they want to apply to choices that are made now.

Budget 2021: Where Are the Smart Cities and Urban Employment Guarantee, FM and PM? – NewsClick

The Budget 2021-22 was placed in the background of the ravaging pandemic and with a hope that the urban centres, which saw the worst kind of reverse migration in recent times would be targeted. However, the Union Budget belies all hopes of the poor, especially the urban poor and has been overwhelmed by a large section of the corporate giants.
A budget to boost economic recovery, said Nirmal Jain, chairman of Indian Infoline (IIFL); Sensex skyrockets 2,315 points on Budget Cheer; Unmatched Times, Extraordinary Budget, said the Hindujas group; A Vision Statement for the country, said the Birlas; An expansionist and bold Budget, said Karnad, MD of HDFC; Aiming for growth of better quality, termed CRISIL head, Mehta; Atmanirbhar Healthcare, said Pretha Reddy, vice-chair, Apollo hospital; Historic budget with growth at its centre, was the opinion of Uday Kotak, president Chamber of Commerce and Industry. Quite obvious, but almost all of them have been giving similar statements to the budgets in the past as well. So, what is different and new?
Apart from the various heads, especially social welfare sectors, which have been hit by the budgetary allocations and reduction in subsidies, urban development is another area which has been neglected. Though, as pointed out, the more than 9,000 urban centres comprising urban agglomerates; Tier 1, 2 and 3 cities; small towns and other non-statutory urban settlements, which hold nearly 34% of the Indian population were supposedly perceived to be prioritised in meeting their economic challenges through budgetary support, especially after the lessons learnt from the pandemic.
However, all such hopes have fallen flat. I remember Venkaiah Naidu complaining in one of the conferences, when he was the Urban Development Minister, saying that the cities do not have money so they approach the states, the states also are financially constrained, so they look at the Centre and the Centre is also in a financial mess so it looks at the multilateral agencies. In this Budget, this has come more vividly to the fore. The Centre has relied more on private capital, both foreign and domestic, to invest in cities and ameliorate the problems there. Will this happen? It has not happened in the past and there are no chances of it happening now!

The total budgetary outlay for urban development is Rs 54,581 crore, which is just 9% above the budget estimates (BE) of 2020-21. However, the revised estimates (RE) for the previous year, too, fell far below to Rs 46,791 crore. There is no chance and scope of even meeting the BE of 2021-22. But then what is this amount at all? It is just 1.5% of the total budgetary allocation, though 34% of the people live in urban centres and the cities contribute to nearly 67% of the GDP and 90% of total government revenues. In all this amount, BE 2021-22 falls short of the budgets of four metros of the country. So, what is in the offing we can easily make out.
Even in this Budget, there is a shortfall in the total grants outlay to the urban local bodies. There is a reduction from Rs 25,098 crore to Rs 22,114 crore, which is a fall of nearly 11%. This means that the urban bodies will be forced to shore up its resources through either user fees on various utilities, or other means taxing people more.
There is not a word on smart cities, the much-trumpeted flagship programme of Modi government. These smart cities were supposed to be the lighthouses for other cities in the country. The Budget is completely silent over it owing to the fact that it has become one of the biggest embarrassments to the Modi government. Likewise, the Budget on AMRUT (Atal Mission for Rejuvenation and Urban Transformation) remains stagnant at Rs 13,750 crore.
The Finance Ministers speech elaborates on the direction which will be followed for urban development. She said, We will work towards raising the share of public transport in urban areas through expansion of metro rail network and augmentation of city bus service The scheme will facilitate deployment of innovative PPP (public private partnership) models to enable private sector players to finance, acquire, operate and maintain over 20,000 buses. The scheme will boost the automobile sector, provide fillip to economic growth, create employment opportunities for our youth and enhance ease of mobility for urban residents.
As pointed out above, the model of development is PPP, which has been an utter failure in the urban development sector in the past. A similar model is being suggested for urban rental housing instead of government providing housing and labour hostels to the urban poor.

The lockdown and the resultant reverse migration made people realise that the present model of urban development and governance cannot and is not sustainable, and hence, two important interventions were demanded universally across sectors. These sectors are employment guarantee in urban areas and housing; and rental and labour hostels.
A single line on rental housing in the Budget goes as, We are committed to promote supply of Affordable Rental Housing for migrant workers. For this, I propose to allow tax exemption for notified Affordable Rental Housing Projects. Thus, it is only tax exemption to these projects that is the concern of this government. Who are constructing these projects? Once again these are done carried out through the PPP model, whereas the government should have used funds to construct labour hostels and rental houses in the manner in which Kerala state government did or what was done almost a century ago in Shimla.
Urban employment guarantee scheme emerged as the sector that required to be directly addressed during the pandemic period. It is not that the ruling Bharatiya Janata Party has not been speaking about it. In fact, since the 2009 election campaign, the BJP has been promising for an employment guarantee scheme. However, the Budget kept silent on it.
Various groups and urban practitioners have been demanding the urban employment guarantee scheme in tandem to the Mahatma Gandhi National Rural Employment Guarantee Schemd. The Centre for Monitoring India Economy data has shown that India is facing the worst form of the unemployment crisis. The unemployment rate had crossed 24% during the pandemic and the labour participation rate, too, is low and has not reached the pre-pandemic levels. It is estimated that nearly 20 million people lost their jobs during the pandemic. The employment scenario was not good even before the pandemic.
In such a situation, the government was expected to ensure direct cash transfers and provide employment guarantee scheme in the towns which would have created a huge demand in the economy. More than that, it would have also addressed many issues that are faced in urban centres from civil works to administrative tasks. This would have also helped in the creation of assets in the urban centres, however, the government is not interested in mitigating the challenges that are faced by the poor and especially the urban poor.
The prose read by the FM depicts the outlook and mental attitude of this government, A King/Ruler is the one who creates and acquires wealth, protects and distributes it for common good. The prose may sound good but the intent of a ruler- ruled combination is inherently deep in the mindset of this government, instead of a citizenry conceptualisation, which accrued legitimate rights to the citizens. The ruled live because of the benevolence of the ruler. And that is what is being professed and practised.

Banbury Early Years students tackle world problems through project-based learning projects – Banbury Guardian

Project-based learning helps students to gain knowledge, skills and attributes by working for an extended period of time to investigate and respond to a complex question, problem or challenge.
These projects are designed to help students to think critically and develop problem-solving, teamwork and self-management skills.
Two student groups decided to look at racism, while others chose to focus on human trafficking, suicide awareness and mental health or SEN representation during the Covid-19 pandemic. Each of these issues also related to early years education.
Each of the groups did literature reviews and researched their chosen topic and then formulated ideas and next steps for a product to raise awareness. Two of the groups created posters to raise awareness about racism and human trafficking.
Megan May, early years level three extended diploma student at Banbury and Bicester College, said: We chose to focus on racism because so many people are affected by racism and we believe that everyone should be treated the same and have access to the same equal opportunities.
Caitlin Brain, Keira Ashby, Libby Tydeman and Tiannon Herring created a powerful music video demonstrating the effects of racism.
The video features a range of pictures depicting racism alongside with a dance routine performed by three of the students. This is intertwined with statistics outlining the impact of racism in society, to the song Where is the Love? by the Black Eyed Peas.
Tiannon Herring, early years level three extended diploma student at Banbury and Bicester College, said: We chose to focus on racism because we wanted to raise more awareness about racism to people who may not know about it.
We chose a video because some people are more visual learners, and you can really see how racism affects others throughout the video.
Shannon, Elle and Ashlee decided to focus on suicide awareness and mental health and put together a presentation with fundraising ideas and services to implement at college including mental wellbeing community champions and a drop-in centre.
As one of their next steps, the students presented their ideas to Cheri Ashby, group executive director and Leanne Hicks, group head of student support at Activate Learning.
In addition, the learners plan to hold a sponsored silence to raise money for suicide and mental health charity SOS Silence of Suicide and may do other fundraising events, if possible.
Shannon Baker, early years level three extended diploma student at Banbury and Bicester College, said: We chose to focus on suicide awareness and mental health as my family and I have unfortunately experienced it. I have gone through this in the past and I felt that there was nowhere to go, and I wanted to remedy that.
We came up with a number of ideas. A fundraiser is a great way to raise awareness. We have decided to do a sponsored silence because people who are suicidal usually suffer in silence.
One of our ideas was a mental health community where a bunch of people who had suffered from mental health problems or wanted to help, can act as mental health and wellbeing champions who are available for people to talk to. They would wear a badge so that they can be easily identified.
Another idea that we had was for a drop-in centre that would be open to everyone. We hope to raise awareness about suicide and mental health, whether that be through the wellbeing champions, the drop-in centre or fundraising events and make sure that is such a non-spoken about topic.
Sheree Wakefield, faculty manager at activate learning, said: It has been inspiring to facilitate the project-based learning initiatives of our Level 3 Early Years learners studying at Banbury and Bicester College.
Its been inspiring to see young people who are passionate and interested in important and vital issues which are important to all of us. Their research has resulted in them finding new knowledge but serving to educate and inform us, their teachers.
It has also provided the opportunity for them to liaise with employers and other outside agencies to examine and evaluate how these real-world issues are being dealt with in the workplace.
Their passion to see a change in their communities and the wider society gives me hope and faith in the future as these inspiring students, with this type of attitude and desire for change and a fairer society go out and make a lasting impact on the world.

With momentum from its participation in the EIT Climate-KIC accelerator programme, PlenEats has the ambition to generate the greatest possible positive impact on both society and the planet while feeding the city delicious and nutritious meals.
The Countryside-City mindset that forms the foundation of PlenEat is committed to increasing the accessibility of certified organic food to achieve a healthier society and a healthier planet. With seasonal, healthy ingredients that local farmers cultivate and local chefs prepare, they provide healthy meals for company canteens and events. They currently work with 14 companies, including HP, Disney, Reale, BBVA, ICEX and the Instituto de Empresa. This is complemented by sales through vending machines and takeaway shops, as well as meal delivery service, which is currently in the pilot phase. In addition, they have entered a strategic alliance with Sodexo, the largest company in the food service operations sector worldwide.
An unlimited ambition
PlenEat also seeks to transform the production side of the food services industry. In the first half of 2021, they will launch a project in La Manchuela (Cuenca, Spain) that aims to convert conventional chicken production into an organic industry. The new processing plant for chicken products will be built with the intention of opening the door for farmers in the region to switch to organic production. The plant will also include a line of hamburgers and vegan meatballs made from certified organic pulses. PlenEat has raised over 4 million to date to fund this ambitious project.
The project has a triple impact: it improves the health of the customers who eat our organic food, stimulates the economy of rural areas of depopulated Spain and protects the environment, as organic production avoids the use of tons of chemicals that pollute the soil, aquifers and air, while guaranteeing animal welfare, says Carlota Mateos.
The co-founder explains the biggest challenge is a shortage of time. In order to contribute to the fight against climate change, we need PlenEat to have a big impact in the shortest space of time, so increasing demand exponentially is key to this project. And thats where we are, despite the pandemic. The team is already working at full speed and plan to have the project fieldwork implemented before the summer.
The pandemic is an additional factor of risk, uncertainty and difficulty for entrepreneurs, but Carlota Mateos stresses that if the pandemic has revealed anything, it is the vulnerability of human beings and the fragility of the planet. Computer scientists have achieved a quantum computing breakthrough that makes it possible to massively scale up the ultra-powerful machines.
A team of researchers from Microsoft and the University of Sydney invented a chip, dubbed Gooseberry, that can support thousands of qubits the building blocks of quantum computers while operating at temperatures close to absolute zero.
Qubits replace the traditional bits found in current computer systems, which use 1s and 0s to store and transfer data. By acting in a state of superposition, qubits are able to act as both a 1 and a 0 at the same time, allowing quantum computers to achieve processing power that is exponentially more powerful than traditional computers.
To realise the potential of quantum computing, machines will need to operate thousands, if not millions, of qubits, said Professor David Reilly from the University of Sydney, who was chief investigator of the research.
The worlds biggest quantum computers currently operate with just 50 or so qubits. This small scale is partly because of limits to the physical architecture that control the qubits. Our new chip puts an end to those limits.
The research is published in the journal Nature Electronics.
Qubits need to be stored at temperatures that are 40 times colder than deep space in order to function, with current systems relying on cables connected to each individual qubit stored a these extreme temperatures.
The cryogenic Gooseberry chip disrupts this architectural approach by generating control signals for thousands of qubits in a single place, while requiring only two wires to communicate with the rest of the system.
Current machines create a beautiful array of wires to control the signals; they look like an inverted gilded birds nest or chandelier, Professor Reilly said.
Theyre pretty, but fundamentally impractical. It means we cant scale the machines up to perform useful calculations. There is a real input-output bottleneck.
Building a quantum computer is perhaps the most challenging engineering task of the 21st century Through our partnership with Microsoft, we havent just suggested a theoretical architecture to overcome the input-output bottleneck, weve built it.

IBM’s Goldeneye: Behind the scenes at the world’s largest dilution refrigerator – ZDNet

It's fitting that one of the coolest quantum computing projects going has an equally cool name.Goldeneyeis IBM's internal codename for the world's largest dilution refrigerator, which will house a future 1,000,000 qubit quantum processor.
In September 2020, IBM debuted a detailed roadmap about how it will scale its quantum technology in the next three years to reach the true quantum industry inflection point of Quantum Advantage -- the point at which quantum systems will be more powerful than today's conventional computing.
But there's a catch: You can't do anything in quantum without incredibly low temperatures.
To reach this 'moon landing' moment, the IBM team developed the largest dilution refrigerator, which will house a future 1,000,000 qubit system. Work is underway to reach the goal of quantum computer capable of surpassing conventional machines by 2023, and this 10-foot-tall and 6-foot-wide "super-fridge" is a key ingredient, capable of reaching temperatures of 15 millikelvin, which is colder than outer space. The fridge gets so cold it takes between 5 and 14 days to cool down.
I caught up withJerry Chow, Director of Quantum Hardware System Development for IBM, to learn about the Herculean project and to find out what's next for IBM's quantum computing ambitions.
Let's start with the basics: Why is a super-fridge necessary for useful quantum computing and what advances in the last decade or so have aided that effort?
Superconducting qubits need to be cooled down to between 10-15 millikelvin for their quantum behavior to emerge. They need to be kept that cold to ensure that their performance is high. Dilution refrigeration technology, which has been around for a really long time, is an enabling technology specifically for superconducting qubits for quantum computing. Whereas a different type of qubit might require its own unique set of hardware and infrastructure.
Around 2010, cryogen-free dilution refrigerators became en vogue. These didn't require transferring and refilling liquid cryogenic helium every other day to keep these refrigerators cold. In fact, my PhD at Yale was completed entirely at the time when we were still experimenting on what we call "wet" dilution refrigerators. However, around 2010, the whole world started switching over to these reliable cryogen-free "dry" dilution refrigerators which suddenly allowed for experiments with superconducting qubits to be done for a lot longer periods of time with no interruption.
How did the Goldeneye project first took shape? And what were the biggest perceived technical challenges early on?
The very first thought of building something at that scale came from my colleaguePat Gumannwhile brainstorming long-term, 'crazy' ideas in my office in November of 2018. At that time, our team was tasked with deploying our first 53-qubit quantum computer in the IBM Quantum Computation Center in Poughkeepsie, NY, a challenge which pushed a few limits in what we could place into a single cryogenic refrigerator at the time. While working on it, it also really made us start thinking beyond, and almost instantly that we will need much larger cryogenic support system to ever cool down between 1,000 to 1 million qubits. This was simply due to the sheer volume required to host, not only all the qubits, but also all of the auxiliary, cryogenic, microwave electronics cables, filters, attenuators, isolators, amplifiers, etc.
It became very apparent that a new way of thinking in terms of the design would be needed and we started coming up with different form factors for how to effectively construct and cool down a behemoth such as the super-fridge. Some of the challenges we had were purely infrastructural such as how were we going to find a space in the building big enough to start this project and where would we find the capabilities to work with really large pieces of metal.
And as the rubber started to meet the road what have turned out to be the biggest hurdles to creating a useful quantum computer, and what does that say about the trajectory of the technology?
Some of the most challenging hurdles to overcome includes improving the quality of the underlying qubits, which includes improving the underlying coherence times (the amount of time that qubits stay in a superposition state), the achievable two-qubit gate fidelities, and reducing crosstalk between qubits as we scale up.
For that matter, most of these improvements feed into an overall quality measure for the performance of a quantum computer which we have defined called the Quantum Volume. Having a measure such as Quantum Volume allows us to really show progression along a roadmap of improvements, and we have been demonstrating this scaling of Quantum Volume year over year as we make new systems better and better.
The higher the Quantum Volume, the more real-world, complex problems quantum computers can potentially solve. A variety of factors determine Quantum Volume, including the number of qubits, connectivity, and coherence time, plus accounting for gate and measurement errors, device cross talk, and circuit software compiler efficiency.
Where is IBM right now with regards to Goldeneye? What can we expect in the near future?
Our "Goldeneye" super-fridge is very much an ongoing project, which is on target for completion in 2023. It is just one critical part of our long-term roadmap for scaling quantum technology. As we continue to execute on the roadmap we announced in September, we're pleased to share that we achieved aQuantum Volume of 128in November and we're working towards improving the quality of our underlying systems in order to debut our127-qubit IBM Quantum Eagle processorlater this year.
In the near future, we're poised to make exciting developments with our entire technology stack, including software and control systems. At IBM, we're working toward a complete set of broad innovations and breakthroughs.
What will quantum computing mean for the world in the long run? How will be a game changer?
Quantum computing will vastly broaden the types of problems we will address, and the technology offers a new form of computation that we expect to work in a frictionless fashion with today's classical computers. The modern era of technology has changed the world upside down. The emerging trends are slowly placing women equally to men at all positions in the tech radar. But what feels off is where women stand in therevolution of quantum computers.
Computers have evolved on a large scale in recent decades. Initially, computers filled a whole building and costed a fortune. But today, they are minimized to a small size and featured with advanced technologies where people carry them every day. Thequantum growthhas given birth to ideas like quantum computer and quantum internet. Unlike many disruptive technologies, quantum computing is something that can change the base of our computing system. Even though a fully established quantum computer is still under process, the industry is remarkably being male dominant at some stance. While countries run the race to reach the quantum success, they often leave women behind. And the worst case is that most of us dont notice the discrimination quantum computing is bringing into the tech sector. In order to know better about quantum computing and womens position in technology, let us go through the history and some of the important global quantum initiatives.
Quantum computeris a device that employs properties described by quantum mechanics to enhance computations. Quantum computers are anticipated to spur the development of breakthrough in science, medications to save lives, machine learning methods to diagnose illnesses sooner, materials to make more efficient devices and structures, financial strategies to live well in retirement, and algorithms to quickly direct resources such as ambulances. In a nutshell, quantum computing could ease critical jobs for good. While classical computers are based on bits, quantum computers are based on quantum bits, called qubits. Qubits are physically derived from small quantum objects such as electron or photon, where a pure quantum mechanical state such as spin indicates the ones and zeros.
Thespark of quantum computingwas struck by Nobel Laureate Richard Feynman in 1959. He noted that as electronic components begin to reach microscopic scales, effects predicted by quantum mechanics might be exploited in the design of more powerful computers. The simple speculation turned out to be a theory during the 1980s and 90s and advanced beyond Feynmams words. In 1985, David Deutsch of the University of Oxford described the construction of quantum logic gates for a universal quantum computer. Peter Shor of AT&T devised an algorithm to factor numbers with quantum computers that would require fewer qubits. Later in 1998, Isaac Chuang of the Los Alamos National Laboratory, Neil Gershenfeld of the Massachusetts Insititute of Technology (MIT) and Mark Kubinec of the University of California at Berkeley created the first quantum computer that could be loaded with data and output a solution. Almost twenty years later, IBM presented the first commercially usable quantum computer in 2017.
Quantum technologieshave been getting exponential investments in the last few years. The global efforts to boost the quantum mechanism have emerged as a main area of funding. By 2025, the global quantum market is expected to reach US$948.82 million. Quantum computing will give a substantial military and economic advantage to whichever countries come out on top in this global competition.
In 2018, under former President Donald J. Trumps administration, a bipartisan law called National Quantum Initiative Act was passed. According to the law, US$1.2 billion will be spent on the development of quantum information processing over the course of a decade. European countries are also taking steps to stabilize their quantum future. In 2016, 3,400 significant people form science, research and corporate world signed the Quantum Manifesto to call upon the European Commission and the Member States to formulate a joint strategy designed to ensure that the continent remains at the forefront of the second quantum revolution. Two years past the initiative, European Commission launched a Quantum Technologies Flagship program to support hundreds of quantum science researchers.
China is being ambitious in becoming a frontrunner in the quantum revolution. Under Chinese President Xi Jinpings rule, the countrys scientists and engineers are enjoying access to nearly unlimited resources in their development of quantum science and technology. In 2016, China has launched the worlds first quantum satellite as a test platform for quantum communications links between space and earth.
Physics, computer science and engineering are thebasement of quantum computing. The problem starts from the very baseline because only 20% of degree recipients are identified as women for the last decade. Even women who survive the lone time at universities face an existential crisis on daily life as a person involved in quantum initiatives. They are often dismissed and walked over by their male peers. A research conducted by a group of five female scientists has concluded thatwomen who receive an A gradein a physics course have the same self-efficacy about their own performance as men who earn a C grade. The research further unravels thatwomen have a lower sense of belongingand they feel less recognized by their physics instructors as people who can excel in physics.
However, the world can still build an inclusive future for women by taking certain initiatives. Primarily, women need to be recognized in the science and engineering disciplines. Insufficient encouragement in the education level is a threat to women willingness. Instructors and research advisors should cheer female students to perform better and give them more opportunities. Organizations should also develop a culture that treats women and their ideas equally to their male counterparts.
