ACCA want no delay in insolvency Bill

Incoming President of the Association of Chartered Certified Accountants (ACCA), Tom Murray, said today that any further delays in publishing the Personal Insolvency Bill will harm business development and job creation.
His comments were made to senior financial professionals at the ACCA's Annual General Meeting, which was held in Dublin today.
In his address, encouraging the Government to publish the legislation no later than the revised June deadline, Tom Murray stated that he recognised the Government's need to get the Bill right, and accepted that there are a significant number of issues that need to be considered in the drafting of what could be the single most important piece of legislation that this Government enacts.
"It is no secret that a significant number of people are waiting to see the final Bill in order to understand what options they may possibly have. Experienced business people are in limbo due to personal debt, which in many cases arises from personal guarantees given to support businesses. As it stands the options available are bankruptcy under the current archaic system in Ireland or the availing of 'bankruptcy tourism' in the UK. In this context, without the timely introduction of the Personal Insolvency Bill, many experienced business people in Ireland remain paralysed by the uncertainty, and as a result are not in a position to contribute to the overall recovery of the economy. Unfortunately, this is having a negative knock-on effect on the SME market and its capacity to create sustainable employment," he said.
Calling on the Government to prioritise the matter and ensure that the deadline date does not slip any further, he said that there is a real danger that Ireland could lose many talented and experienced people to the UK and beyond, which in turn will only continue to slow down the process of job creation and recovery.

Purdue seeks new revenue with online-education initiative

Purdue University on Friday formally kicked off a new online education initiative that it hopes extends the Purdue brand globally and even pulls in additional revenue down the road.
PurdueHUB-U will offer courses via an Internet portal that offers video lectures, online interaction with other students and electronic submission of homework and tests.
Purdues initiative, which will be funded with $2 million over its first four years, is similar to an initiative announced May 2 by Harvard University and Massachusetts Institute of Technology.
Those schools pledged a combined $60 million to launch edX, which will offer online courses and give students a certificate of completion at the end. Such a certificate from a well-regarded institution couldproponents of online education predictbecome valuable among employers.
Purdue hopes demand for its HUB-U initiative becomes self-sustaining in five years.
Purdue offered a certificate of completion recently for a HUB course in nanotechnology. The course was taken by 900 students from 27 countries, most of whom paid $30 each.
"Online education is transforming higher education, flipping classroom dynamics and reaching into the farthest corners of the world," Purdue President France Cordova told the universitys board of trustees, according to a statement released by Purdue. "The winners will be those who have the platform, can be cost competitive and capture the imagination of the learner.
The HUB-U technology also will be used to transform on-campus courses at Purdue, according to Provost Tim Sands. In those courses, students would watch lectures online outside of class and spend class time for what used to be homeworkproblem-solving and group activitieswith the aid of professors.
PurdueHUB-U is one of several revenue-boosting initiatives Cordova has launched in her final year as Purdues president. The university is expected to name her replacement this summer.
With state support not keeping up with inflationand actually declining in recent yearsPurdue is turning to out-of-state and international students to help. During Cordovas tenure, the percentage of out-of-state students at Purdue has risen from 40 percent to 50 percent. Thats significant because out-of-state tuition is $27,000nearly three times as much as for in-state students.

In the historic sweep of technology, higher education stands apart as a bastion of old-fashioned thinking. But in anticipation that the information revolution is coming for colleges, Ivy League colleges are competing to create online classes without the Ivy League price tag and without the Ivy League admission hurdles. In a recent article in the New Yorker, the President of Stanford, John Hennessy said, "There's a tsunami coming."
Daphne Koller, a professor of Computer Science at Stanford University and the co-founder of Coursera, a free online classroom, believes that Hennessy is right. "The tsunami is coming whether we like it or not," she said. "You can be crushed or you can surf and it is better to surf."
Coursera is a massive online open classroom -- or MOOC -- that operates in conjunction with four top universities - Stanford, University of Pennsylvania, the University of Michigan, and Princeton. Co-founded by Koller and Andrew Ng, Coursera currently offers forty classes on topics ranging from poetry to robotics. Like a traditional class, each online class is comprised of a series of video lectures with PowerPoint slides. Students can participate in discussion boards and are graded on the assignments. Students who complete the course with passing grades receive a certificate of completion.
Earlier this month, Coursera was joined by another Ivy League MOOC, edX. EdX, a joint education venture run by MIT and Harvard, will begin offering online classes in Fall 2012. About 120,000 students signed up for the first MITx course, "Circuits and Electronics,'' in March. In a video on their website, President, Anant Agarwal, explained that like Coursera, edX classes will be open to anyone.
Students who complete the course would be offered a certificate, rather than college credit.
Coursera and edX have more in common with the Khan Academy than with the typical online classes offered by most colleges and for-profit enterprises, like the University of Phoenix. The Khan Academy began as a series of lectures given by Sal Khan, a hedge fund manager, to help his cousin with her math homework. He uploaded his explanations to algebra problems to YouTube and was surprised when his videos began to attract a huge following. With backing by the Gates Foundation and Google, the Khan Academy now features 3,200 videos on everything from math to history.

PROJECT BACKGROUND: The Intergenerational Deaf Education Outreach Project (IDEO) is implemented by World Concern Development Organization (WCDO) in cooperation with the Ministry of Education and Training (MOET) through four years (2011 2015) in four provinces of Hanoi, Thai Nguyen, Hue and Ho Chi Minh City. The Project is funded by the Japanese Social Development Fund, entrusted to the management of the World Bank.
Project Goal:
To assist young deaf children to integrate into mainstream society, by piloting an innovative joint family and institution-based delivery system comprising screening, family support, and preschool services.
Project Components:
